Place a “lynching” crime in Michigan statutes

To create a new “lynching” crime punishable by life in prison with no parole, and essentially defined as a murder committed by a mob, with each participant liable. The bill would also authorize a year in jail for placing a noose in a public or private place with the intention of “terrorizing” another person.
