Revise telecom and utility access to railroad right of ways

To revise a law that permits a utility or telecommunications company to install wires under or over railroad tracks, by also allowing this for wires that run “along” the right-of-way, subject to various conditions. The bill specifies procedures for resolving disputes related to this, and establishes provide a template or "place holder" for a potential supplemental appropriation for the state Health and Agriculture departments in current and previous fiscal years. This bill contains nominal appropriations only, but may be amended at a later date to include real ones.
