Authorize counting ballots that arrive after election day

To count absentee ballots mailed on election day and received within 48 hours or when the polls close. Also, to require local election clerks to send every registered voter an absentee ballot application with a post-paid return envelope, to be paid for by the state. The bill makes a number of other changes to election and ballot counting rules.
