Revise municipal use of proceeds from “civil asset forfeiture” takings

To require the governing bodies of municipal governments that employ “civil asset forfeiture” to take property from individuals charged with or convicted of a crime to formally appropriate the proceeds from the takings, with the money left after various payments and expenses going to “to enhance enforcement of the criminal laws,” and “not more than 30%” going to the county prosecutor.
