Declare "intent of legislature" to not fund Governor's road debt

To declare as the "intent of the legislature" that it will not vote to appropriate money to pay the increased debt service that will be required under Gov. Gretchen Whitmer's plan to borrow $3.5 billion for road repairs. Also, that it is the intent of the Legislature not to authorize appropriations for debt service payments for state bonds with durations longer than 10 years. The resolution itself has no effect, but a vote to deny appropriations for debt service on already-borrowed money could trigger a state government showdown and fiscal crisis.
