Ease unemployment benefits job search requirement

To exempt an individual collecting unemployment insurance benefits from the duty to seek work during a declared emergency like the coronavirus epidemic if the individual is sick, quarantined, at risk, taking care of infected relative, has tested positive, or if his or her workplace has closed.
