Revise retailer bottle deposit redemption details

To require the state to pay retailers the difference between the amount of beverage container deposits they redeem and the amount of deposits they collect if the former exceeded the latter in the previous year. Under current law, merchants that have "over-redeemed" or "under-redeemed" during a given year are reconciled and the over-redeemers get a credit. Under the bill the accounting would be on a quarterly basis and the state would instead pay cash refunds to over-redeemers.
