Revise school expulsion and suspension procedures

To require public schools to develop an appeal process for students subject to disciplinary measures authorized by the school or the “independent decision makers” authorized by Senate Bill 1228, including a suspension of more than 10 days, expulsion, or alternative placement for more than 10 days. This is part of a package comprised of Senate Bills 1228 to 1230.
