To authorize an “alternative process in certain circumstances” for allowing a one-year delay for the sale of foreclosed tax-delinquent commercial or industrial property up to 100 acres in size, and during the delay mandate “a public engagement process…to assess and publicly disclose the environmental condition and achieve the disposition of the property for its most beneficial use to the community”.
