Require prisons maintain "safe space cells” for certain classes of prisoner

To require prisons maintain "safe space cells” for certain classes of prisoner specified in the bill, and also adopt a “therapeutic mental health service” model for prisoners who are defined or deemed to be members of a “vulnerable population,” which includes those who are over or under age 64 or 22; are pregnant; who suffer physical or mental illness; who are “perceived to be lesbian, gay, bisexual, transgender, or intersex;” and some others.
