To create an “Office of Social Work and Police Partnerships” in the Department of Health and Human Services and run by officials and appointees representing various interests, which would give out grants up to $2 million each to local governments to finance “partnering” their police agencies with “social workers, licensed professional counselors, or psychologists at a community mental health or social service agency” to perform specified duties.
