Establish new “vicious dogs” category in “dangerous animal” law

To revise details of a law prescribing sanctions for individuals who own a “dangerous animal” that injures or bites another person or other animal. Among other things the bill would create a new category and definition of “vicious dog,” establish a detailed list of justifications for a dog to bite a person or other animal that would preclude applying the “vicious dog” definition in response to a complaint; and establish procedures for filing and hearing complaints. If a dog is defined as “vicious” in response to a complaint a court could order it to be euthanized, or could allow it to live subject to specified controls and restraints. Local governments could adopt more stringent rules if they are not breed-based. A “second offense” by a dog already deemed vicious would require it to be euthanized.
