Authorize different coronavirus rules for counties

To establish that if the state health department (the Department of Health and Human Services) imposes a statewide coronavirus epidemic emergency order, a county public health department may adopt procedures and rules on people gathering that are different but not more restrictive, if the daily new case counts in the county are below certain thresholds specified in the bill, and if the local hospitals have sufficient capacity as specified.
