Require maritime pilot in big boats passaging Mackinac Straits

To make it crime to pass large ships (longer than 700 feet) though the Straits of Mackinac without engaging a licensed maritime pilot, or to drop an anchor in the straits. The bill would require the state to maintain buoys or beacons in the straits to mark obstructions and to designate emergency anchorage areas.
