Authorize automated "photo cop" school bus passing citations

To increase the fine for illegally passing a stopped school bus to $500, “plus costs.” The bill is linked to House Bills 5041 and 5042, which would authorize school districts to contract-out to a private vendor the operation of cameras attached to school buses to impose and collect fines on motorists who illegally pass a stopped school bus. The “costs” presumably include enough to cover expenses incurred by contracting with those private vendors.
