To expand to noncommercial, nonindustrial property a subsidy program authorized in 2010 that lets local governments lend a property owner money for “energy efficiency improvements” or a “renewable energy system,” and also levy a special assessment on the property from which the loan would be repaid, with the up-front money for the program coming from government borrowing backed by the anticipated special assessment proceeds.
