Allow nursing home electronic monitoring

To allow a nursing home resident or a resident's legal representative to use audio or visual electronic monitoring devices in nursing home rooms to monitor a resident’s care under certain circumstances. The bill authorizes a comprehensive set of rules for this, and authorizes the use of the recordings as evidence in a civil or criminal trial in which abuse of residents is alleged.
