Make receiving social welfare benefits qualification for county relief program for indigent veterans

To revise a law that authorizes county relief program for indigent veterans by expanding the definition of “indigent” to include individuals who are collecting social welfare benefits including food stamps, subsidized housing, cash welfare payments, Medicaid or disability insurance; plus individuals who reside in public housing, earn less than 140% the federal poverty rate or are unemployed; and also individuals in prison or a mental health or substance abuse facility.
