Authorize epidemic relief grants for selected small businesses

To authorize state grants of up to $10,000 to businesses with 50 or fewer workers, and subsidized low interest loans of up to $200,000 to businesses with up to 100 workers, if government “economic development” officials assert that the firm can’t get a regular loan due to the coronavirus epidemic and government responses.
