Allow taxpayers to pay more for school supplies

To allow an individual to choose to automatically contribute $5 or more from his or her state income tax refund to a state account that would pay money to public school teachers who claim to have spent their own money on classroom supplies. Note: Under a 1970 Supreme Court case, school districts are required to provide an array of necessary classroom supplies at no cost to students' families (or to teachers).
