Revise school pension funding detail for “double dipping” substitutes

To repeal a requirement that a school district must pay the unfunded pension benefit liability associated with employing a retired teacher, and also to extend for 10 years a 2021 sunset on allowing retirees filling certain high-demand positions and collecting both a paycheck and pension check.
