Permit victim name confidentiality in crime victim rights law

To expand victim privacy provisions in a state crime victim rights law, by allowing victims of abuse and sex crimes to use a pseudonym or initials to represent their name in the court file and in ordinary court documents. Also, to expand to all victims certain privacy provisions that currently only apply to minors.
