Authorize additional spending in FY 2019-20 state budget

To authorize $120.5 million in additional spending in the 2019-20 budget, including $21 million for a K-12 “literacy coach” program, and a state scholarship and job-training program for individual’s age 25 and above (Gov. Whitmer’s proposed “Michigan Reconnect” program). This spending was part of the $947 million that Gov. Gretchen Whitmer used her line-item veto authority to remove from budgets passed by the Republican-controlled legislature; news reports indicate this bill was drafted with input from the Governor on which items she wishes to add to the budget as it was enacted.
