Authorize state PFAS survey spending

To require the state to spend $3 million annually to conduct geological surveys of perfluoroalkyl or polyfluoroalkyl substance contamination of soils or groundwater, and also groundwater in areas for which the Department of Environmental Quality has a priority need for geological groundwater data.
