Revise foster care trust fund detail

To clarify the benefits offered under a state Foster Care Trust Fund that currently provides counseling, financial planning, health care options, and college or career training programs to foster care children who “age out” of the system. The bill would explicitly authorize benefits to pay for trade school or technical school.
