Require long gun and individual sale buyer background checks

To require purchasers of long guns to undergo an “instant” federal background check, which is currently required if the seller is a federal firearms licensee (dealer), but does not apply to transactions between private individuals. The bill would extend this requirement to all private gun sales between individuals.
