To appropriate $40,000 and give it to particular state university “to develop and implement strategies to address the opioid epidemic” in 14 northern counties This money was in the 2019-20 fiscal year budget approved by the legislature in late September of 2019, but was removed by one of 147 line-item vetoes executed by Gov. Gretchen Whitmer, which struck $947 million from proposed spending.
