Authorize additional spending in FY 2019-20 state budget

To appropriate $34,265 million that would go out as increased Medicaid payments to hospitals considered “critical access” facilities due to few nearby medical service providers. This money was in the 2019-20 fiscal year budget approved by the legislature in late September of 2019, but was removed by one of 147 line-item vetoes executed by Gov. Gretchen Whitmer, which struck $947 million from proposed spending.
