Let counties claim lottery winnings against debt

To place counties on the list of governmental interests that can require the state lottery to divert a share of an individual’s winnings of greater than $1,000 to repay delinquent child support, court payments or other debts and arrearages. Under this and House Bill 5016 counties would not have to get a court ruling to take money from an individual's tax refund.
