To allow local governments to enter “public-private partnerships” for the design, development, financing, maintenance, or operation of a highway, street, road, right-of-way, or bridge under the jurisdiction their jurisdiction, rather than awarding projects to the lowest bidder, on a certain proportion of their road spending.
