Allocate more “recreation passport” revenue to locals and less to state parks

To reduce from 80 percent to 75 percent the amount of a (currently) optional state vehicle registration tax surcharge that goes to state park and recreation area improvements and operations (called a “recreation passport” charge), and instead spend that money on grants to local governments for local recreation facilities. See also House Bill 4486, which would make payment of the surcharge mandatory not optional.
