Adopt less stringent receivership for fiscally failed local governments, schools

To replace the system authorized by a <a href="https://www.michiganvotes.org/2011-SB-865">2012 law</a> of placing financially failed local governments and school districts in state receivership under a financial manager appointed by the governor. Instead, under this and House Bill 4751, the governor would appoint three-member financial management teams with fewer powers than financial managers under the current law, for a period that could not exceed 18 months. House Bills 4753 to 4769 amend references in other statutes to accommodate this proposal.
