To prescribe the grounds for issuing a “claim of good cause” form (referenced by Senate Bill 1085) for a person seeking social welfare benefits. The grounds would include a father who is not providing child support or complying with efforts to establish paternity, when the child’s conception was the result of a rape, and some other factors.
