Increase school speed limit penalties

To double the fine for exceeding a school zone speed limit, triple the fine for exceeding it by more than 20 mph, make these violations subject to getting drivers license “points,” and exclude them from provisions that allow a driver to avoid points by taking a safety course. Under current law these fines are already doubled from 30 minutes before a school day starts until 30 minutes after it ends; the bill does not limit the times during which it would apply.
