Ease election date restrictions for tax-collecting “municipal partnerships”

To no longer require tax hike elections that are placed on the ballot by certain “municipal partnerships” to be held only in November of even years, and instead allow them in lower-turnout odd-year November votes. This refers to a <a href="https://www.michiganvotes.org/2011-SB-8">2011 law</a> that authorized these local government partnerships and gave them the power to impose local property tax increases of up to 5 mills, subject to voter approval and constitutional (Headlee) tax limits.
