Revise juvenile justice program cost apportionment

To require counties to choose one of two methods outlined in the bill to get reimbursements from the state for the cost of providing juvenile justice services to young people charged with a crime, assuming bills are passed to no longer automatically treat minors who commit certain crimes as adults. This is related to a number of <a href="https://www.michiganvotes.org/SearchLegislation.aspx?CategoryID=0&Keywords=%22raise+the+age%22&StartMonth=1&StartYear=2017&EndMonth=12&EndYear=2018&Results=50&op=Search">other bills</a> that would end the practice of charging 17-year-olds who commit crimes as adults.
