Give local governments more authority to lower speed limits

To revise the process by which speed limits are set in a way that gives local governments more influence on the process for purposes of reducing limits on specific roads and gravel roads. State authorities would also have to create maps for this process that show how close a road is to schools, parks and recreation centers, and also consider “the number of children present in the surrounding community”.
