Remove higher education from allowable School Aid Fund uses

To prohibit future income tax revenue from being deposited in the state “School Aid Fund” if money in that fund was used to pay for state spending on higher education in the previous year. Under current statute, a specified percentage of income tax revenue goes into this fund each year.
