Remove higher education from allowable School Aid Fund uses

To prohibit tax revenue earmarked to the state “School Aid Fund” from being be used to pay for spending on higher education, including state universities and community colleges. The state constitution specifies that School Aid Fund money may be used “exclusively for aid to school districts, higher education, and school employees' retirement systems”.
