Authorize human trafficking victim grants

To create a separate state account from which money could be taken to give to organizations that provides broadly-defined victim services to individuals who have suffered a personal physical or psychological injury due to forced labor or sexual exploitation, fraud, or coercion. The money would come from a $100 assessment that House Bill 6157 would impose on individuals convicted of related crimes.
