To require public and private schools and local police to develop emergency response plans for a range of specific risks including natural disasters, power outages, water system failures, exposure to biological, chemical, or nuclear agents, transportation accidents, medical emergencies, food contamination, epidemics, mass injury, bomb threats, suicide threats or attempts, physical altercations, a weapon on school grounds, drug overdoses, a death or homicide, an intruder, lost or missing individuals, sexual assaults and an active shooter.
