Allow some violent crimes in mental health court

To revise the eligibility of criminal defendants to participate in the specialty mental health courts authorized by a 2013 law, which allow dismissal of charges if an individual abides by an agreement that includes a prescribed mental health treatment program. The bill would allow a violent offender to participate if the judge and prosecuting attorney consent after consulting with any known victim in the case.
