Expand electricity “net metering” mandate

To expand a “net metering” mandate imposed on utilities, which requires them to purchase electricity from customers who generate small amounts, so that it would also apply to so-called “community renewable energy gardens,” in which a number of people subscribe to a larger solar or wind facility that sells electricity to the utility and distributes the proceeds to subscribers in the form of credits on their electric bill.
