Ban unlicensed marijuana resin extraction

To amend the state medical marijuana law enacted through a 2008 citizen initiative by inserting a provision that would prohibit chemical extraction of resin from marijuana by a person who does not have a “processor license” authorized by a comprehensive medical marijuana ”seed to sale” regulatory regime enacted in 2016. That law imposed licensure mandates on marijuana growers, transporters, dispensaries and more. See House Bill 5844.
