To allow Detroit to exempt itself from a 2011 law that requires government employees to pay a specified portion of the premiums on their health insurance benefits, or alternatively caps the total cost of those benefits. Specifically, the bill deletes a Detroit exception from a provision of that law that permits municipalities to exempt themselves from these requirements with a two-thirds vote of their governing body.
