Place burden of proof on challenger of certain self-defense claims

To amend Michigan’s 2006 “stand your ground” self-defense law so as to establish that when a person has used force in self-defense in compliance with that law, he or she is immune from criminal prosecution or civil lawsuits, and that the burden of proof that it wasn’t self-defense is on party seeking to overcome that claim.
