Restrict refusals to perform an abortion

To prohibit a medical services facility from refusing to provide an abortion if the refusal would “result in or prolong an imminent serious risk to the individual's life or health,” and ban actions that “interfere with a physician's or other health care professional's independent professional’s” decision to perform an abortion or make a referral to another provider for this. The bill authorizes lawsuits by an aggrieved individual.
