Revise NRTC state land acquisition details

To revise various rules and restrictions on spending money in the state Natural Resources Trust Fund, to which royalty money earned on state land oil and gas leases is earmarked, and which may be used to buy more state land or on recreation projects. Among other things the bill would limit land use restrictions on NRTC land; require at least 25 percent of the money available for land purchases be used for trails and recreation; allow use of NRTC money to make payments to local governments in lieu of taxes on state-owned land; and more.
