“Bad driver tax” outreach

To appropriate $1.16 million for an outreach program to advise individuals with liability for penalties imposed by a “driver responsibility fee” law about changes to that law, and on how to get their drivers license back if it was lost for nonpayment. Bills have been introduced to repeal those fees and grant amnesty.
