Mandate ballot petition signature gathering companies register with state

To mandate that organizations that collect signatures on ballot measure or recall petitions must register with the Secretary of State, and keep and turn over records of individual petition circulators, with violations subject to fines of $5,000, and $10,000 for multiple violations.
